Abstract
- The road infrastructure of Santa Isabel parish is a vital component within the city's heritage, as it is responsible for the proper social and economic development of its residents. This paper proposes a Road Infrastructure Management System through an interactive program, using the Python programming language, to determine the condition of its roads and recommend appropriate maintenance for their proper planning. The software allows for automated data processing and the determination of the Pavement Functional Condition Index (PFCI), similar to the Pavement Condition Index (PCI) implemented by the Departments of Transportation of Virginia and North Carolina. This method involves visually diagnosing the condition of the roads using the Windshield methodology, identifying the most common deteriorations, their severity, and frequency. The PCI validated this method, obtaining similar results with an R2 value of 0.96, demonstrating the method's appropriate reliability. Additionally, a complementary decision-making tool was implemented to obtain hierarchical results of pavement condition at the network level, suggest types of treatments, and propose prioritized recommendations for future pavements using Markov matrices for rigid, flexible, and cobblestone pavements. Finally, a sustainability analysis was conducted, confirming the lack of appropriate planning, leading to a prompt and timely response to achieve controlled pavement deterioration while reducing resource expenditure and environmental footprint.
