Revitalización del Centro Cultural Municipal “El Cebollar” en la ciudad de Cuenca

In the city of Cuenca, cultural activities have become one of the main axes for economic and social reactivation. In this context, the spaces destined for the development of cultural activity have been concentrated in the historic center of Cuenca and surrounding areas, leaving the peripheries forgotten (Carrión, 2007). In the PDOT of the Municipal GAD of the Cuenca canton in 2015, the “Centros del Saber” project was born, for which five properties far from the historic center and belonging to the municipality of Cuenca are used. The research makes a diagnosis of the five Municipal Cultural Centers with an exploratory methodology. Field visits were made to the centers to analyze the use of the spaces, evidencing general shortcomings. The Municipal Cultural Center “El Cebollar” was selected for the revitalization proposal since it lacks spaces that allow the development of diverse cultural activities and also, for being a center of great importance because it has opportunities such as: population density, visual , mobility and complementary equipment. The proposal for urban and architectural intervention in the Municipal Cultural Center “El Cebollar”, presents different spaces for cultural development, both in the public space and inside the facilities; A suitable area is proposed for commercial activities to be carried out in an orderly and safe manner, since currently this space is used without planning for an itinerant market, which creates problems for the municipal administration and its users.
