La renegociación de la deuda argentina durante la pandemia COVID-19: Implicancias y perspectivas para los países en desarrollo

The document analyses the political economy of the recent Argentine debt restructuring. There are two objectives. First, the dynamics of the negotiation process are analysed and its results are evaluated based on the levels of creditor participation, the magnitude of the haircut and debt relief, and the legal implications for future restructurings. As a result of a negotiation in which both negotiators deployed distributive strategies, an average value was agreed upon in comparable related processes, and CACs were activated, was reached a high exchange level. Second, it is analysed the interaction between restructuring and the recent dynamics of global financial relations in the face of the outbreak of the COVID-19 pandemic. In this regard, changes were promoted in the debt contracts that specify the requirements to implement the redesignation and the “pac man” strategy. Likewise, the limited multilateral financial cooperation in the face of the COVID-19 pandemic made bilateral restructuring a sagacious decision
El trabajo analiza la nueva reestructuración de deuda argentina en clave de economía política. Se plantean dos objetivos. Primero, se analiza la dinámica del proceso de negociación y se evalúan sus resultados en función de los niveles de adhesión, la magnitud de la quita y el alivio de deuda, y las implicancias jurídicas para futuras reestructuraciones. Como resultado de una negociación en la cual ambos negociadores desplegaron estrategias distributivas, se acordó un valor comparable al promedio en procesos afines y se apeló a las cláusulas de acción colectiva (CAC), el nivel de canje alcanzado fue significativamente alto. Segundo, se analiza la interacción entre la reestructuración y la dinámica reciente de las relaciones financieras globales ante el estallido de la pandemia COVID-19. Al respecto se impulsaron cambios en los contratos de deuda que precisan los requisitos para implementar las reasignaciones y la estrategia pac man. Asimismo, la limitada cooperación financiera multilateral ante la pandemia COVID19 convierte, hoy, a la reestructuración bilateral en una decisión sagaz.
