Las respuestas de la comunidad internacional a los conflictos internacionales contemporáneos: el caso de Siria

This chapter is set out to examine the action of the United Nations in Syria. It places the focus on the performance of the Security Council, the General Assembly, the Secretary General and the Council of Human Rights. It is sustained that the paralysis of the Security Council justifies the complaints about the inadequacy of the United Nations’ response to the Syrian crisis. However, it is shown that the criticisms should be accompanied by a recognition of the efforts of the General Assembly, the Secretary General and the Human Rights Council to find solutions and responses to the needs of the people who are suffering the terrible consequences of the Syrian conflict. The Syrian people are suffering the consequences of the failure of the UN collective security system.
Se analiza en esta contribución la actuación de Naciones Unidas en el conflicto de Siria. Se examinan, en particular, las acciones del Consejo de Seguridad, la Asamblea General, el secretario general y el Consejo de Derechos Humanos. Se comprueba que aunque las críticas a Naciones Unidas están justificadas en el caso de la respuesta del Consejo de Seguridad, en el caso de las otras instituciones y organismos es necesario introducir matices para reconocer el enorme esfuerzo que se está haciendo para encontrar salidas y soluciones a la situación catastrófica siria, que está teniendo repercusiones que van mucho más allá de las fronteras de aquel país. El fracaso del sistema de seguridad colectiva lo está sufriendo la población siria.
