Estado y economía en la España democrática, 1975-1999

The Constitution of 1978 defines the Spanish as a social and democratic State of right. The aim of this paper is to explain how it comes near to this configuration, what requirements bears for the public sector and how it is realized across the Budgets and by means of the public policies. It tries to show how they have been based on the constituent moment and how they have evolved, with posteriority, the economic functions of the State during the Democracy.
La Constitución de 1978 define al español como un Estado social y democrático de derecho. El objetivo de este artículo es explicar cómo se llega a esa configuración, qué exigencias conlleva para el sector público y cómo se realiza a través de los Presupuestos y por medio de las políticas públicas. Pretende mostrar cómo se han fundamentado en el momento constituyente y cómo han evolucionado, con posterioridad, las funciones económicas del Estado durante la Democracia.
