Abstract

Based on the high rate of occupational accidents in all types of industries, Occupational Safety and Health has evolved significantly. Worker´s rights are being supported by mandatory requirements that must be met by the employer. However, workplace accidents and occupational diseases continue to affect Ecuadorian organizations, so that still are unresolved issues. The reason these non-conformities really happen is due to management systems limited to a legal field, when Health and Safety, carried out on human resources, tends to depend on habits. Then, the key to generating responsible management of stakeholders´ welfare will be to develop an organizational awareness, thus workers acquire appropriate behaviors in risk situations. Therefore, this research proposes an evaluation model based on Safety and Health guidelines, whose total or partial use depend on the company's diagnosis. Likewise, it was essential to carry out bibliographic research and interviews to two case studies from the city of Cuenca. This allowed obtaining, among the results, the set of Safety and Health guidelines and activities, classified by maturity levels in Social Responsibility. These guidelines and activities will be reflected in a Sustainability Balanced Scorecard, that will offer to the SMEs a positive alternative to manage Safety and Health from Corporate Social Responsibility. Field that continues to be underestimated, when the reality is that, with globalization, becoming a responsible organization is a key differentiating factor in achieving success.
