Abstract

The certification policy is a “fresh air” for the welfare of teachers in Indonesia. Likewise, the establishment of this policy does not necessarily guarantee and significantly change the quality of education in Indonesia. This paper analyzes teacher perceptions of teacher certification policies in improving the quality of education. The focus of the discussion of this study is how the teacher's perception of RA Ali Mahfudz about teacher certification policies in improving the quality of education. This research uses a qualitative approach with a case study method. The data collection techniques used are structured interviews, participant observation and documentation studies. The results of this study indicate that (1) the teacher certification policy has an important role in improving the quality of education, it is based on the main objective of this policy as an effort to prosper teachers, train teacher skills, improve teacher competence and professionalism. Likewise, (2) there are several problems in the field, namely the orientation of teachers to the welfare of life and teaching is limited to obligations.
