Abstract
- In January 2009 President Obama released an executive memorandum that called on federal agencies to be more transparent, to encourage more participation, and to enhance collaboration. As part of the Administration’s Open Government Initiative – formally articulated in the Open Government Directive published by the Office of Management and Budget (OMB) in December 2009 – federal agencies were asked to prepare an Open Government Plan to document current and future open government efforts aimed at increasing public trust and improving efficiency and effectiveness.
