В книге раскрываются многообразные коррупционные схемы, в которых замешаны представители органов государственного и муниципального управления. Автор впервые показывает, как в проявлении коррупционных наклонностей сказываются природные, естественные корни и основания, располагающие к злоупотреблениям должностными полномочиями. Таким образом, коррупция стирает в политиках, чиновниках грань между животным и человеком. Это означает, что чем неразвитее их личная этика и культура, слабее государственный и гражданский контроль за служебным поведением, тем сильнее в них может заговорить видовая иерархическая природа homo sapiens, побуждающая обращать доверенную им власть в собственные выгоды. Вот почему автором обосновывается обязательность регулярной сменяемости властей предержащих и неотложность постоянной демократизации общества. В противном случае оно сегодня обречено на деградацию. В книге обобщаются и предлагаются проверенные мировым и российским опытом успешные стратегии ликвидации коррупционной «порчи» в органах управления обществом и устранения растлевающей силы иерархического господства.
The book describes a variety of corruption schemes which involve representatives of the state and municipal government of Russia and some other countries. First among those who research public authorities, the author shows that in the appearance of corruption inclinations among them, politicians and officials are affected not only by social and cultural, but also by natural roots and grounds, leading to abuse of official powers. Through the ancestral instincts of appropriating someone else’s belongings, the individuals demonstrate in particular a need to build and strengthen subordination hierarchies, relations of superiority and inferiority, which in turn organize the survival of both people and many other primates and animals. Corresponding to the rank in hierarchically organized society, individuals seek to provide themselves with favourable material opportunities when protecting themselves from external and internal threats, with nutrition and reproduction, with the prestigious material environment of their personal life. At the same time, human individuals do this both legally and illegally – the latter by using criminal schemes and tools. During its influence, corruption, therefore, gradually erases the boundaries between a man and an animal in those who have power. In other words, the less developed are their personal ethics and culture, and the weaker is the state and civil control over their official behaviour – the stronger there can get out their species hierarchical nature of homo sapiens, which motivates them to make their own benefit out of the confidence given to them. That is why the author puts forward the indispensable necessity of regular replacement of power holders, and the inevitability of the constant processes of society democratization. Otherwise, this society is doomed to degradation.
