Rhoden Trust c/o Mr. Rodney D. Rhoden 4111 South 144 th Street Omaha, Nebraska 68137. 2. Project Location: -In the City ofCouncil Bluffs Iowa. -Pottawattamie County, Iowa. -UTM NAD-83 Zone 15. -Northing 4567170.798802, Easting 261234.777972. -Latitude 41.220562, Longitude -95.848910. 3. Project Description: a. The applicant is proposing to develop commercial plaza on a 20.79 acre site in Council Bluffs, Iowa. The applicant would like to develop the vacant lot to meet current and future needs for the growing community. The proposed project would consist ofa commercial development and associated infrastructure. Project development would provide Health and Wellness services along with retail businesses. The site also includes remediation for a former shooting range that left the site contaminated with lead. Lead remediation is scheduled for September 2019. The project consists ofdeveloping 20.79 acres ofa vacant lot with multiple buildings, paved parking, and a storm water detention basin required to meet the projects purpose and need. b. The proposed project would result in the discharge of fill material into approximately 2.76 acres ofemergent wetland and 0.36 acres ofshrub scrub wetland. The total permanent loss of wetlands would be 3.12 acres. Impacts to aquatic resources are shown on the attached map. Impacts would be associated with the construction ofparking lots, building space, and a storm water detention basin. 4. Avoidance and Minimization: The applicant has stated that a range ofalternatives for the project were developed and considered to reduce and avoid impacts
