- This purpose of this public notice is to solicit comments on the proposed project . POC: Sean Dilla rd, Telephone: 309/794-5379 m PUBLIC NOTICE US Army Corps of Engineers Rock Island District Applicant: John Philip McClain Family Trust Date: September 4, 2019 Expires: October 3, 2019 CEMVR-OD-P-2019-1005 Section 404 Joint Public Notice US Army Corps of Engineers Iowa Department of Natural Resources 1. Applicant: John Philip McClain Family Trust. 16000 McClain Lane. Peosta, Iowa 52068. 2. Project Location: Catfish Creek. Section 2, Township 88 North, Range 1 East, Dubuque County, Iowa: UTM NAD-83 Zone15, Lat: 42.462366, Long: -90.807893. 3. Project Description and Purpose: The applicant proposes to install 2,043 feet of bank stabilization on the shoreline of Catfish Creek. NRCS practice code 580 will be utilized in design, construction, and installation of riprap. Streambanks will be shaped to 2: 1 slope or flatter. A second practice known as Longitudinal Peaked Stone Toe will be implemented along a stretch of 748 feet within the project area of 2,043 feet. After construction is complete, the bank and disturbed areas will be seeded and mulched. The purpose of this project is to minimize future erosional damage and prevent the loss of land or land uses adjacent to Whitewater Creek due to anticipated future high water events. Wetland impacts are not anticipated. Stream mitigation will not be required due to the nature of the project. 4. Avoidance and Minimization: The only avoidance measures considered by the applicant are "No Action" and "Proceed as originally planned". The applicant's project description and purpose is meant to reduce erosion and if allowed to proceed as planned should decrease sediment deposits while simultaneously increasing water quality of Catfish Creek. The Applicant's project plans also minimize impacts to Waters of the United States by applying riprap and longitudinal peak stone to strategic locations within the creek and not the entire length
