"The undersigned, owners of real estate abutting on Lincoln Street, from Ninth [Street] to Tenth [Street], respectfully petition for the passage of a resolution providing for [the] vacation of Lincoln Street from the south line of Ninth Street to the north line of Tenth Street, as shown on the annexed plat." Also includes a hand-drawn map of the area affected by I.R. No. 660.; Signed by E.B. Ball (of the Ball Brothers Glass Manufacturing Company) & A.L. Bingham (of the Machinists Foundry Company).
