Temporal goods of the Church : decline of foreign aid and its effects on the Church's Mission in Tanzania in the light of C. 1254 of 1983 Codex Iuris Canonici with reference to the Catholic Diocese of Tanga

Das Thema dieser Dissertation ist: Der Rückgang der ausländischen Hilfe und ihre Auswirkung auf die Mission der Kirche in Tansania angesichts des Kanon 1254 des Kodex Juris Canonici von 1983 mit besonderem Bezug auf die katholische Diözese von Tanga. Der Kanon 1254 §2 legt die Hauptziele fest, die es rechtfertigen, dass die katholische Kirche weltliche Güter besitzt ; dazu gehören die Durchführung des Gottesdienstes, die Sicherstellung des angemessenen Unterhalts des Klerus und anderer Kirchenbediensteter, die Ausübung der Werke des Apostolats und Caritas, vor allem gegenüber den Armen. Neben einem qualifizierten Personal braucht die Kirche auch materielle und finanzielle Mittel , um die Mission auszuüben, die Jesus Christus ihr übertragen hat, nämlich in die Welt zu gehen und das Evangelium zu verkünden. Diese Arbeit analysiert genau die Gründe, die zum Rückgang der ausländischen Hilfe beigetragen haben. Ebenfalls wird untersucht, warum die Gläubigen der katholischen Diözese von Tanga nicht fähig sind ihre Kirche ohne fremde Hilfe zu unterstützen. Die Arbeit erforscht ebenfalls die Auswirkungen des Rückgangs der ausländischen Hilfe auf die Durchführung des Gottesdienstes, die Sicherstellung des angemessenen Unterhalts des Klerus und anderer Kirchenbediensteter, die Ausübung der Werke des Apostolats und Caritas, vor allem gegenüber den Armen Am Schluss der Arbeit werden einige Verbesserungen empfohlen und Vorschläge gemacht mit Blick auf die Gläubigen, die Verwalter der weltlichen Güter der Kirche von Tansania und im Besonderen der Diözese von Tanga. Wenn diese sorgfältig in die Praxis umgesetzt werden, könnten sie zu einer Lösung des langjährigen Problems der Abhängigkeit von ausländischer Hilfe beitragen. Dieses ist im Übrigen nicht nur ein Problem der Kirche, sondern auch der staatlichen Institutionen in Tansania, wie in den meisten Ländern Afrikas. Die Arbeit weist auch auf Disziplinarmaßnahmen hin, die gegen die Verwalter angewandt werden sollten bei Missbrauch
The theme of this dissertation is “The decline of foreign aid and its effects on the Mission of the Church in Tanzania, in the light of c. 1254 of the 1983 Codex iuris canonici: with reference to the Catholic diocese of Tanga”. C. 1254 § 2 legislates the main objectives which justify the Church to possess temporal goods, namely the regulation of divine worship, provision of fitting support for the clergy and other ministers, and the carrying out of works of the sacred apostolate and of charity, especially for the needy. Besides qualified personnel, the Church requires material and financial means, to facilitate its mission entrusted to her by Jesus Christ, to go and proclaim the Gospel to the whole world. This work researches closely the reason for the decline of foreign aid, it analyses the reasons leading to this decline, and it analyses the reasons that prevent Christ’s faithful in the Catholic diocese of Tanga from supporting their Church without depending on the foreign aid. This work further researches the effects caused by the decline of foreign aid on the regulation of divine worship, provision of fitting support for the clergy and other ministers and the carrying out of works of sacred apostolate and of charity, especially for the needy. The work ends by giving some recommendations to the the Christ’s faithful and the administrators of temporal goods of the Church in Tanzania and specifically in the Catholic diocese of Tanga which, when carefully applied, will contribute to the solution for the long-lasting problem of dependency on foreign aid, which is not only a problem for the Church but also for the State machinery of Tanzania and of most African countries. The work pinpoints also the disciplinary measures that can be applied against the administrators who mismanage Church property. The decline of foreign aid is a wake-up call for the Church of Tanzania and that of the Catholic diocese of Tanga to shake off the dependency syndrome. Christ’s faithful in
