Infrastructure and Export Performance in the Pacific Alliance

The launch of negotiations over the Pacific Alliance (PA) in 2011 gave new life to regional integration in Latin America and the Caribbean (LAC). With more pragmatic, market-oriented expectations and a more functional architecture than prior agreements, the PA offers a clear way out of the predicaments currently being faced by other integration initiatives in the region. It has broken new ground by embracing issues that have traditionally been neglected by trade negotiations, even when the data suggested that these issues should be contemplated. This has been the case, for instance, with transport costs, which have long overtaken tariffs to become the most important obstacle to trade in the region. PA leaders have been quick to move beyond declarations of intent and have set up a fund to address the PA's most pressing infrastructure needs.
El inicio de las negociaciones sobre la Alianza del Pacífico (AP) en 2011 dio nueva vida al proceso de integración regional de América Latina y el Caribe (ALC). Con expectativas más pragmáticas y orientadas al mercado y una arquitectura más funcional que la de los acuerdos anteriores, la AP ofrece una clara salida a las dificultades que enfrentan actualmente otras iniciativas de integración en la región. Ha abierto nuevos caminos al incorporar cuestiones que, incluso cuando los datos sugerían que debían contemplarse, habían sido tradicionalmente desatendidas por las negociaciones comerciales. Este ha sido el caso, por ejemplo, de los costos de transporte, que desde hace tiempo han superado a los aranceles para convertirse en el principal obstáculo al comercio de la región. Los líderes de la AP rápidamente han ido más allá de una simple declaración de intenciones y han creado un fondo para abordar las necesidades de infraestructura más acuciantes del bloque.
