Abstract

This study evaluates the effectiveness of the Connecticut Department of Corrections funded program, Community Transitional Services at reducing risk of recidivism and increasing public safety. The following study will examine 81 male adult sex offender parolees referred to the program thru June 2009 to October 2011. The study will evaluate the effectiveness of the program in reducing risk to recidivate by studying rearrest rates of discharged offenders. Parole summaries, client files and judicial arrest data will be used to determine the rearrest rate in relation to static risk factors of the offenders. Static risk factors to be examined include sex offense type, victim type, age at first sex offense, number of prior sex offenses and level of violence in the sex crime. The study will contribute to existing literature regarding sex offenders placed in community supervision programs and the reduction of recidivism.
