Abstract
- In 1927 a group of prominent businessmen and engineers met in Toronto to consider how engineering graduates might be brought into closer touche with industry. The result was the formations of the Technical Service Council (TSC). This article reviews the background to the TSC: a rapid growth in numbers of engineers, a brain drain, and a desire to convince businessmen of the value of graduates. It also examines the TSC's first decade -- its activities as a placement agency, its financial problems, and its objectives. The TSC's origins illustrate the role of nationalism in the growth of the Canadian R&D system.
