Bush budget includes ANWR leasing funds

The Bush Administration's proposed 2003 Energy Department budget and its implications for energy policy are discussed. Another push will be made to open the Alaska National Wildlife Refuge to oil and gas exploration, and $9.1 billion in tax incentives for renewable resources and energy efficiency are also included.
