The al-Mawla TIRs: An Analytical Discussion with Cole Bunzel, Haroro Ingram, Gina Ligon, and Craig Whiteside

Abstract
- When the Combating Terrorism Center was provided with the three Tactical Interrogation Reports (TIRs) of the individual the U.S. government has identified as the leader of the Islamic State, Amir Muhammad Sa'id Abdal-Rahman al-Mawla, one of our goals was to getthe response of experts to the documents. To facilitate such a discussion, CTC hosted a virtual discussion between Cole, Haroro, Gina, and Craig and asked them to offer some preliminary thoughts regarding the meaning and significance of the content of these documents, as well as the unanswered questions that still remain. What follows is a transcription of that conversation, which has been edited for clarity and style. Despite these edits, however, we have sought to preserve the intimate nature of the conversation, including speculative statements regarding how to interpret what the documents do and do not tell us about al-Mawla. In the end, our hope is that this conversation with these experts stimulates future research and inquiry, all while providing a modest but important increase in our knowledge of this important figure in the Islamic State.<br />CTC: Cole, Craig, Gina, and Haroro, it is great to have you all here to speak with CTC about these documents.
