Abstract

An assessment is made of environmental damage and health threats in North Carolina resulting from Hurricane Floyd, which flooded livestock pens and carried dead animals and waste into watersheds and reservoirs. New waste management incentives are also discussed that would prevent contamination brought on by flooding from storms.
