Abstract

Japan's nuclear power industry is complacent and lacks the flexibility it needs to adapt to change. Its lax safety standards are best illustrated by the accident at JCO Co.'s uranium processing plant in Tokaimuria, where shortcut procedures resulted in three workers being exposed to excessive radiation levels. An inquiry into the accident revealed that workers were ignorant of safety.
