Can a flawed system claim to offer parents added value?

Abstract
- There are serious problems with the UK government's methods for measuring value-added among secondary schools. The Dept for Education and Employment's measure will give only an approximate indication of value-added, and in the case of GCSE results will not show the progress of each pupil. It is now time to move to a system of detailed pupil-level data, as this would make it possible to monitor how the education system is performing on a national level.
