Abstract
- The federal government through the Dept of the Treasury's Financial Management Service (FMS) has increased its efforts to ensure that government vendors comply with electronic funds transfer (EFT) requirements of the Debt Collection Improvement Act of 1996. The provisions, called EFT 99, require that all government payments, except tax refunds, be coursed through EFT instead of checks by Jan 1, 1999.
