Workers' compensation - is the system on the mend?

A study by Theodore St. Antoine states that as of 1984, Michigan employers paid 4% less for workers' compensation than their national counterparts. There are also too many contested cases and a general need for reform. St. Antoine calls for a permanent Workers' Compensation Advisory Council to include business and labor.
