Contract carriage awaits action in Congress as industry debates merits

Abstract

Congress is currently in the process of passing legislation that would require natural gas pipelines to become quasicommon carriers or transporters of gas that they don't own if they have the capacity to do so. This effort comes as the result of the recent surplus of gas in the market and has the potential to alter radically the structure and organization of the gas transmission industry.
