Abstract

A study analyzes whether the Bush administration policy of 'big government conservatism' which was predisposed against public employee unions, supportive of managerial discretion but still maintaining equal workplace opportunity was successful. Findings reveal that perceptions of retaliation and discrimination are found to have decreased presently, although still existing among minority and female employees and managers in federal workplaces requiring vigilance.
