Abstract: A study was conducted to show that World Health Organization (WHO) might not be the best forum to address the trade concerns associated with a public health emergency like A/H1N1 influenza. It is argued that the International Health Regulations (IHR) mechanism could be reinforced to strengthen Members' compliance.
