Transforming telecommunications technologies - policy and regulation

Technologies compatible with fiber-based next-generation networks (NGN) for deployment in competitive, non-competitive, and non-commercial geographical areas are determined. How the regulation can be modified in bringing out these technologies is discussed. Investment factors for governments in adopting NGN instead of copper telecommunications networks are also presented.
