Abstract
- The so-called 'naked access' method of securities trading which lets traders who do high-speed transactions to buy and sell stocks quickly uses the computer code of a broker without the knowledge of regulators or stock exchanges. Now, the Securities and Exchange Commission, fearing possible market instability from the use of such a process, seeks to ban it.
