Technique for pre-implementation assessment in total quality programs

A technique for enhancing the effectiveness of total quality programs based on Q methodology is presented and evaluated. The technique shows that there is a need for assessing the perceptions of program participants and implementors as employee perceptions of quality differ across organizational levels. The technique is shown to be useful for broad populations of different levels of employees with applicability to a wide range of industries possible.
