Buying back the fleet

Fleet buybacks are becoming common in many US fisheries but fishermen maintain that it would be ineffective in controlling overfishing as they fishermen catch fish and not the boats. Buying back licenses and boats would not guarantee that bought out fishermen would not return to fishing. However, if modified to some degree, fleet buybacks could effectively limit fishing vessels to sustainable numbers.
