Abstract

Unemployment compensation insurance systems may be reformed so that it would better serve the interests of businesses and employees alike. Letting market processes take over unemployment insurance would result in a less costly and more reliable income security programs if allowed to work. Market forces could also shape a system that is more equitable to all parties concerned and not just laid-off employees.
