CBO says HR 2454 would add $846 billion in taxes

The United States Congressional Budget Office said the 2009 American Clean Energy and Security bill will add $846 billion in petroleum industry taxes. The bill would introduce a domestic carbon emissions cap-and-trade program. The American Petroleum Institute, for its part, said the bill can affect employment.
