Abstract
- Science and engineering communities are worried over the budget proposal issued by President Clinton, fearing that it does not regard an increase in research and development funding. Despite Congress' efforts to elevate the allocation for scientific research studies, Pres Clinton insists on adopting a balanced federal budget for the 1999 fiscal year. Industry representatives believe that the president's proposed budget does not treat health and medical services as top priorities.
