The proposed addition of a partly private sector IRS board to the executive branch is one among many such executive branch additions. Such boards can be valuable if nonpolitically appointed board members are allowed to speak freely, produce material results rather than bureaucratic paperwork, and hold government officials accountable. The boards can also be of value acting as ombudsmen between their agencies and the public.
