Abstract

The United States Bureau of Land Management and Minerals Management Service should clarify oil and gas lease policies, US Department of Interior inspector general Mary L. Kendall said. Producers who hold federal leases have little obligation to actually produce oil and gas. The agencies also do not inquire about oil companies' production strategies.
