Executive's decision

President Barack Obama has promised during his campaign to make telecommunications companies liable for their wiretapping activities during George W. Bush's administration but has since changed his position. His failure to vote in the bill that modified the Foreign Intelligence Surveillance Act is seen as an indication of his desire to back off from his previous position on the issue.
