FCC thinks that it has better plan than WTO agreement for U.S. entry

The FCC believes that its plan to promote the entry of foreign carriers into the US telecommunications market is better than a similar plan being pushed by the World Trade Organization (WTO). The FCC plan does not include the effective competitive opportunities test in the WTO agreement. The FCC proposal also retains rules that would prevent foreign carriers from anti-competitive practices.
