Abstract
- Oregon Gov John Kitzhaber believes that the Oregon Health Plan (OHP) that he helped design works. The program rations medical care to the poor by prioritizing diagnosis/treatment cares based on their medical effectiveness and value to society. Kitzhaber claims that OHP has helped reduce the number of uninsured Oregonians from 18% to 11% and uninsured children from 21% to just 8%. However, while some doctors are thriving under the new program, the governor acknowledges that other physicians have legitimate reasons to complain about reimbursement rates.<br />So says John Kitzhaber, a former emergency physician who helped design the program and is now Oregon's governor.
