Abstract

The robust American economy was the real reason negotiators reached a budget agreement. Revised Congressional Budget Office deficit estimates made compromise easier, but technical errors were found in the budget resolutions, which led to suspicion regarding the viability of projected post-2001 surpluses. Ways and Means Chair Bill Archer's changes to the plan were considered likely to be complicated by conflicting political pressures and goals.
