Abstract

The Scott Report's recommendations on Public Interest Immunity encourages close examination of the separation of powers between the executive and judiciary branches. Four government ministers were permitted to sign public immunity interest certificates in order to testify at the trial of three businessmen from the Matrix Churchill engineering company which sold machine tools to manufacture weapons in Iraq. The Matrix Churchill episode further undermines the accountability of ministers, a concept eroding since 1966.
