Abstract

David Metcalf, the UK government's chief immigration adviser believes that the debate on immigration needs to shift away from capping numbers in order to focus in how long work permits are issued for. He also mentioned that the economic downturn and rising unemployment would not affect the roll out of tier to of the points-based system for skilled non-European Union immigrants.
