Abstract

The role of the American states is likely to expand in the research and development sector of technology. The states' share in the federal research spending has reverted to 3%. State contribution is about one-seventh of the total federal investment on such programs. They are increasingly urged to participate in the management of science and technology policy. Research in areas such as environment may be transferred to states. States can also be gainfully employed in academic research. They can develop suitable contacts with researchers and consumers. However, misuse of powers has to be avoided.
