Abstract

The Clinton administration plans to liberalize export regulations on encrypted software that have 'key recovery' systems which will be made available to the FBI. The proposal has sparked intense debate since the White House intends to work closely with only a select group of software manufacturers. Some critics have argued that the policy may discriminate against many small software manufacturers.
