Finally ground rules for Air Ops: U.S. Army, USAF near UAV pact

A joint Concept of Operations (CONOPS) is being drafted between the U.S. Army and the U.S. Air Force (USAF) for medium-altitude unmanned aerial vehicles (UAVs). This is putting to an end years of tension between the two.
