Clinton's 1997 budget proposes small R&D gains and promises to start more battles on Capitol Hill

The Clinton administration's budget request for the 1997 fiscal year reflects a 1.6% increase in the Federal government's support of research and development. Most other programs will experience a decline in the fiscal year beginning Oct. 1, 1996.
