Abstract

The failure of programs and policies to meet the public's expectations is forcing legislators and government executives to acknowledge that the management process is as important as the programs and policies being implemented. Consequently, both Congress and the executive branch have began to introduce performance measurement programs intended to eliminate performance deficit in government. The efforts of Congress include passage of the Chief Financial Officers Act and the Government Performance and Results Act. The Clinton Administration, for its part, has launched such initiatives as Reinventing Government-Phase II, National Performance Review, Customer Service Standards and performance measurement in the annual budget process.
