FCC indecency regulation scheme upheld.

Abstract
- The US Court of Appeals for the D.C. Circuit ruled in June 1995 in Action for Children's Television v. FCC that Congress and the FCC could restrict the times of the day when broadcasters could broadcast indecent material. Part of the regulations which treated public stations and private stations differently was struck down. The Court ordered that all stations be allowed to broadcast indecency between 10 PM and 6 AM but invited Congress to introduce legislation limiting both public and private stations to the midnight to 6 AM safe harbor.
