Researchers' access to a federal demonstration grant changed the goals of a New Haven homeless initiative from housing to drug treatment. The meaning of empowering clients changed from giving access to resources to fostering self-reliance. Modest treatment outcome results were attributed to failures in integrating services with other agencies.
