Taking shape: with a House farm bill passed, debate moves on to the Senate

A major difference between the US Senate and the House of Representatives versions of the 2007 farm bill is the conservation security program portion. However, the House version leaves the commodity title almost the same as the 2002 farm bill. The countercyclical program on the new farm bill will be based on a farm's revenue and not on when market prices fall below target to set off a payment.
