Abstract
- State growth management plans can provide the most comprehensive remedy available for exclusionary zoning. Oregon's statute creating a Land Conservation and Development Commission is the leading example of the statewide growth management approach, which offers a politically feasible way of planning for affordable housing. The alternatives of judicial remedies or state anti-exclusionary legislation are less likely to be effective. The judicial approach, exemplified by the Mt. Laurel decisions in New Jersey, is costly and tends to be piecemeal, while anti-exclusionary legislation is difficult to enforce.
